Yes of course the new policy will be helpful to avoid bugs and issues that arise before the app is made live. While you develop a app you might face a lot of issues and you might have fixed them evn but while making it live you need to take extra care.
You need to think from a end user point of view which will be possible only when you have some users testing the app in general scenario. A developer some times might not observe the actual issue which can be recognized by others.
